Why won't the rotor come off of the right rear?

First off before I started working on it I applied the emergency brake. When I pushed on the pedal, it went to the floor and when I went to release it, it wouldn't release. I than attempted to remove the rotor ( after removing the caliper and pounding on the rotor with a hammer) several times, the rotor won't budge. Does the emergency brake have anything to do with this?

I work at a dodge dealer ship, an from what i know i think the emergency brake mechanism is inside the rotor, so maybe try to disengage the e brake and that might hopefully help.
