The dash lights in my 2000 dodge 1500 won't turn off

Twist the knob to the left and see if they go off.

I have, I even have the headlight switch out of the truck and there still on

Then it's a door latch issue.

Okay, the dash lights that are on are the ones that come on when you turn on the headlights,it lights up the rpm and spdo gauge do you still thing the door latch is the issue?

No, You said there still on with the switch unplugged and removed correct? Then it sounds like a relay stuck.
