Front wheels not engaging

Transfer case sounds like it
engages and it lowers gear ratio in
4 lo but going up icy hill back tires
spin in both 4hi and low

There is a vacuum actuator under the battery tray and a vacuum switch on the transfer case. As well as the vacuum lines in between all of that. If the actuator holds vacuum and the lines are good then the switch may be gummed up and need replaced. I see alot of the actuators have a tear in the diaphram
