Woah.......sounds like you may need to shim it..?? Engaging to far?

Or the parts store sold you a junk starter.

John could be right.......just because it's NEW dose not mean it good. I have bought too many parts that way....but do check it because it will tear up your fly wheel and then you will have BIGGER problems....
