My daughter just bought a 2000 CRV with 214,000 miles. It seems to be a bit sluggish shifting....is it safe to flush the transmission fluid?

You need to change ATF as soon as possible! Collect old fluid during change and check it for abnormal components (small metal parts, anything like coal...), check if it smells like burned. New ATF has light red color. If you see brown or grey - it is poor. You will get serious AT damage, if continue to use improper/old ATF!
