Wiring harnesses do not fail unless damaged or tampered with. I assume that you checked the sender out of the tank with an ohm meter if you say it's ok. Have you hooked up a scan tool to read the fuel level indication from there? Each individual loom should have a tag taped to it somewhere - you are talking about a lot of wire. Check the continuity of your loom first. Ground the sender to see if the cluster indicates a full tank. Most of the time, it's the fuel pump module (pump and sender) that has failed.

sending unit checks out and fuel gage always reads empty. theres 2 plugs on the instrument pannel. which plug is for the sending unit and whats the pin #'s of the wires into the plug. so i can see where my signal is broke between the tank and instrument cluster.

My gauge never shows full. Fill up will go up to 3/4, 50 miles in drop to less than 1/2 tank, 100 miles in can be "40 miles to empty" to "0 miles to empty." I replaced the sending unit with an OEM replacement, same issue. Dealer dropped tank and tested sending unit, Good. Tested wires, good. It's the gauge. Can't just replace the fuel gauge, have to replace the whole instrument cluster, $750. Add labor and programming, $150. Wondering if I can de-solder the fuel gauge and just replace that with a used one. It's just an Ohm reader. Seems possible.
