1996 F250 4.9L

I'm looking at a 1996 Ford F250 4.9 L with an
automatic transmission it seems very sluggish on
acceleration and is running 3000 RPM at 70 miles
an hour is this normal

The engine speed is probably normal. If the engine is sluggish that is a warning. I would either get it really cheap or pass.

if it is sluggish you have a problem but if it wont shift then you have a transmission with worn out gears and you just need a new transmission.
