Did you use a test light and check voltage at turn fuse? It goes hot with key on. The hazard fuse is hot all the time, don't need to turn on the key.

Note the diagram. Get under the dash where the wiring harness goes into steering column. See the purple wire on top of mfs, and the lite blue wire, the lite blue is for left hand turn signal. use jumper wire between those two wire colors, key on. If the left turn now works, what else could it be? Multifunction switch or the wiring connector? By using the jumper your bypassing the multifunction switch and wiring in steering column.
