2000 Ford F150 2wd 4.2L ignition wire stays energized

My issue is that the ignition wire going to the firewall relay has voltage with the
key off and out of the ignition.  
There is  a low grumbling sound at the relay when the ignition wire is
connected.  It also causes the starter to engage while the truck is running.   Any
ideas?

Thank you for getting back to me. I unplugged the wires to the switch and cleaned them with electro spray. Now I correctly have power to the relay when the key is moved to the start position. With the ignition wire back on the relay, the radio came on by it's self in the middle of the night, the key in ignition warning sound happens when I open the door (with no key in the truck) and stops when I pull fuse 13 which is the Stop Lamp Switch (Lamps),Turn/Hazard Flasher, Speed Control Module I'm starting to think the GEM is boogered up.
