does the 2002 chevy cavlier,four speed automatic have overdriver

at sixty mph the rpms are twenty two hundrend,i thought they should be around 1500

That is actually about right. Yes, 4th is overdrive, and your torque converter is locking, or your revs would be nearer 3,000. The only car I've driven with a highway reading like you are expecting was my 89 Grand Marquis with a 2.73/.6 overdrive.
