why does my idle go up and down between 7K and 9K and never stablizes

1990 Mbenz 300 E four door sedan with M103 engine has problem with idle. It goes in
waves or rocks between 5K and 10K rpms then it runs fine in all other driving situations; what
could be problem?

I would say it is the Fuel Injection Idle Speed Stabilizer. Also known as a Idle Air Control Valve.
