Hi beams dont work

If i flash the Hi beams they work but if i try to leave them on there are no
headlights at all.
all new bulbs and works when i flash them

If your high beams only work manually, you probably need a Headlight Switch. Common in the older Toyota. Or you could pull steering wheel and check to see if there are separate dimmer switches for hi-low -may be simple fuse or dimmer malfunction?

Kbianchi71 has the right ideas. I'd bet on the head light switch being at fault too.
