Headlights won't go out when I cut car off

We need to clarify if you mean the headlights will not go out ever, even if you turn them off manually... or go off when you turn engine off and pull the key. On a 2003 Corolla, 9th Generation, the lights may or may not have auto dusk-sensing lights. That was optional on the '03 Corolla CE. The lights will stay on until you manually turn them off, not automatically. If you leave them on you should hear a chime when key is out and door open
