Trouble passing emissions

OBD code 1133 is still throwing code and I replaced the o2 that I believed was
Bank 1 Sensor 1 . Please help

My friend, a technician in the service department at the local Toyota dealer, tells me to check the sensor heater circuit. That code P1133 is usually for Air/Fuel Sensor Circuit Response in California emissions requirement.
