Log books and wire inside steering

Hi there.. is it ok to buy a car without log books?
I that also ok if ther is some wires inder the car
steering

I assume you mean without proof of maintenance? Wires hanging under the steering wheel could be someone tampering with electronics or security system. If your interested in buying it, have a mechanic look it over before purchase.
