what could be causing my maual transmintion to act like this?

The 1st gear on my cavalier feels like I am starting in 3rd and i can shift between 1st and 3rd gear when the car is in motion without the RPMs or the speed changing as if 3rd and 1st are geared the same. The shifter is sloppy and has a lot of play but it is distinctly engaging into two separate places and no grinding or other abnormal noises are noted.
