Will a ECM problem prevent the Egine Light from coming on when the car is cranked up?

As I stated before, the fuel pump was changed but the car will start but kill within seconds. The check engine light does not come on when the key is turned to the on position like the battery, oil, door, etc lights do. Is this a problem with the ECM that will cause the fuel pump not to receive power in order for the car to start?

When you turn the ignition to ACC are you hearing the pump priming at all? Turn the key to ACC, you should here it. If pump is not priming/not receiving power: can you check for voltage at the pump? If you can't get to the top of the tank/fuel pump to check, pull the fuel line at the filter, point it into a gas container, and have someone turn the car on and see if you're pumping gas. If you have no voltage, check the relay (also check the inertia switch isn't disabling it). If you have voltage and gas is pumping, bleed the rest of the line of air.

We have done all of these suggestions with no success. I will tell him about the "bleed". I'm not quite sure about that being done. We were told the engine light not coming on may be a problem with the ECM so we have been trying to locate one to see if that is the problem. Thanks you for your suggestions.
