Have you checked voltage and ground, anywhere? White wire to stop lamp switch, hot all the time. Use a test light to check for voltage. If it's hot, the green wire with white tracer goes hot when you step on the brake, check that wire for voltage. If no voltage on white wire that leads back to a stop lamp fuse. From the brake switch the voltage goes to light failure sensor, from there the voltage goes to stop lamps. at the stop lamps there has to be voltage and ground.
