blower motor. Checked all fuses and relays.

Sounds like a bad BCM. There's one for sale on Partsrequest.com for 39.99. https://www.partrequest.com/parts/1996/toyota/camry- le/active-body-control-module

Can't find an answer for the life of me. Knowing Toyota, it may all be controlled by the main ECU. I can't seem to find a definitive answer on a BCM location. I have noticed that certain web sites throw the term BCM in when describing the ABS module for example. So there may not be a specific BCM like in a Chevy. If you have a CEL on, I would get the error codes scanned and see what it says.

BTW...the 10 amp fuse for Gauges should be located in the LEFT INSTRUMENT FUSE BOX a-la-Toyota. The left kick panel for the rest of us civilians. Get back to us with your findings.
