Why does my 2005 Avalon trunk open from the outside button (on the trunk lid) when the car is locked?

When locking my 2005 toyota avalon (either with FOB or manually) the trunk
can be opened manually with the button on the back.Why?

Only if you have the key fob within about 6 feet of the trunk. If you don't, it is secure. If you are standing right there with the key, no need to be locked.
