Surging

I just recently replaced the valve cover gaskets on
my 1995 Toyota 4Runner SR5 3.0 V6. After we
replaced them, the vehicle started surging in and
out like it wasn't getting enough air to the engine.
Checked the vacuum lines on the passenger side
and they are all good. But it sounds like it is coming
from the driver side. Replaced the air filter and it
helped a little but not completely. Any ideas?
