A buzzing sound coming from inside the transmission pan

There's a loud buzzing sound
coming from inside the
transmission pan and the car
won't start.  It's a 2003 Subaru
outback L. L. bean, 3.0 engine.

The only thing I can think of would be a faulty solenoid that is buzzing. This should not cause the car not to start.
