Fuel pressure too high

2001 Subaru outback 3.0 v6 (H6 LL Bean edition)
died in traffic now won't start. There are No engine
codes and  it will not fire. I know a bit about cars
and usually have no issues but this car seems to
have nothing wrong but will not start) I checked the
fuel pressure and it has 65 psi Wich is too high.
Any ideas?
