99 Subaru lights go out while driving, where is the problem

All exterior lights and instrument lights went out while driving at night.
Dome light, flashers and turn signals still work.  Headlight relays didn't seem to be the
problem.

Hmm.. that's scary. It could be internal on the headlight switch. So when it is "ON" it is not actually closed anymore. Could be a bad connection internal. Or it could be ground related. You might try asking on a legacy forum or NASIOC. Best wishes, hope you find that fix quick. Does yours have daytime running lights? Were they affected by this aka do they not come on now because of this?
