Where is the dimmer switch on a 1993 Subaru Legacy?

The dashboard lights have gone out on the 1993 Subaru Legacy.  Possibly the dimmer switch has been turned down accidentally.  Where is it and how do I turn it up?

Should be on the turn signal stalk, it has a section that twists around the stalk, give it a try.
