Shifting

It won't shift when car is.idiling. when traveling it
does shift. I have to shut the car off to shift it into
gear. I own a 1995 Subaru Legacy AWD 4dr
Sedan.what is the problem.?

Probably a problem with the clutch hydraulics. You may need new clutch cylinders.

Or badly worn pressure plate springs. OTOH if you have a mechanical cable adjuster tighten it up a bit and retest. If hydraulic it's NOT adjustable and either a leak should be chased down (ala FOR), or that PP's springs are old and soft.
