1998 Subaru Impreza Cigaratee Lighter Issue

Hello,

My Subaru seems to have an eletrical issue. When I use the the cigarette
lighter to power my GPS the ABS light comes on, i'm not sure if this is
because it is drawing too much power and the alternator can't keep up, or if
it is a bad fuse/wire.

Any insight into a fix would help me tremendously as I just moved and get
lost easily.
