Heater & AC control panel

I have a 96 standard coupe and the AC & Heat only comes out in the bottom & defrost vents.

I have the same problem with a c cold air coming out the bottom foot vents in a 92 gmc Sonoma. I checked the vac lines and vac ball under the hood and everything looked normal. I don' t know where the lines or flipper valves are under the dash or how to get to them. If anyone can please advise me also.
