AC & HEATER BLOW AIR ONLY OUT LOWER FLOOR VENTS. NO AIR BLOWING OUT DASH VENTS OR KNEE HEIGHT VENTS. FRONT DEFROST ALSO DOES NOT BLOW OUT WINDOW VENT. WHY? WHERE SHOULD I START?

Is it the blower motor? Can you control the speed of the air coming out of the lower vents or not?

Sounds like a vacuum line issue.
