When I turn the key over it starts to click like it is going to start but doesnt,is it the starter or the sylinoid ?

It sounds much more like a weak battery or bad electrical connections at the battery or the ground. Make sure both battery connections are clean and tight and check the other end of the ground lead from the battery to make sure it is tight and clean as well. Most auto supply stores can load test your battery if you take it in. If it is 5 years old or older it is very likely due for replacement. Once you have established a good power source have the starter checked out. Whatever you do, take the time to find the problem first before starting to replace things.
