What is up with my headlights not turning on and the high beam blue light staying on

I've hi been having a lot of problems with mine
started with the battery then I ran out of gas
now I've been fighting it to get going I finally
get it started and it seizes up kind of when you
go to start it and all the lights come on and
you got to let it sit for a minute it's racking my
brain

Did you replace the battery? Maybe the terminals are not well tight. However, it sounds like an issue with the computer that may have started at the time work was done to the battery. Is the check engine light on? If so, you need to pull the code(s) that will tell you what is wrong. As far as running out of gas, it may have caused dirt from the bottom of the fuel tank to collect in the pump or filter creating the hesitation. Change the fuel filter to see if the condition stops.
