My Mercury Marquette steering makes noise when I turn the wheel and an
going slow

If it sounds like a humming or low growl, you are probably low on power steering fluid. Pop the hood and find the power steering reservoir, it will be a black cap with yellow lettering that says "power steering". Check the fluid level and add fluid if it's low. It will use DOT3 power steering fluid you can get anywhere. If the fluid level is good, then you may need to have a shop look at it. Problems with the rack and pinion are beyond even the hardiest DIYer.
