2000 Lincoln Town Car no power to all windows and radio and compass. Any suggestions?

I have replaced every fuse that says radio or compass in the owners manual. The only reference to power windows is the only accessory relay in the inside fuse box and I replaced it as well. No luck.

It is fuse #18 in the fuse box inside the car. (7.5 amp)
