99 town car Lincoln

I changed the relay the fuel pump the car will run than cut
off than act like it’s not getting gas

JUST BECAUSE A SWITCH IS PRESSED DOES NOT MEAN IT IS MAKING GOOD CONTACT I recently had a customer come in with one that would die after he started playing the radio, when I popped the trunk I saw what was happening immediately... he had 2 12 inch subs and 2000 watt amp. That much vibration in the trunk was causing the button to disconnect WITHOUT POPPING UP... test if the button works by unplugging it and using a wire to jump the connector...if the pump works with the jumper in it replace the switch... Disclaimer: THIS SWITCH IS TO KEEP THE CAR FROM BURNING IN AN ACCIDENT DO NOT LEAVE IT BYPASSED unless you are willing to accept the possibility of totally burning the car if you get in an accident. FYI in these vehicles some are one-way fuel systems (only one fuel line under hood) that use a controller in the trunk near the "collision shut-off" button check for this. If you have a 2-way system check the regulator for issues as it can stick partly open causing it to stall or be spotty
