94 Lincoln heater won't work

Just replaced thermostat, checked hoses in and out of heater core, and they
are both hot, so water is cycling through core okay.  All vent doors do open and
close correctly through all stages during AC/heat.  AC works fine, but heater will
not work.

in addition to my question the top radiator hose is cool to the touch so it is not building any warm water at that point.

may need to replace thermostat again. could be wrong part. could be defective and it is not opening to allow flow thru radiator. install a thermostat. with a lower temperature rating designed to open at a lower temperature. ex.180 instead of 195 degrees

also check to see if u installed thermostat upside down! it only works in one direction
