CAN"T GET GROUND ON VEHICLE FRAME FOR A 12V TEST LIGHT

I don't understand why I can't ground the test light on the frame, but can get a
ground from the car body such as the firewall.  Something doesn't seem right.  I
never heard of this.  Could anyone explain why?
