I have a vibration of the steering at about 40 MPH. Tried alignment, balance and changed tires but it is still there.

I have a vibration of the steering at about 40 MPH.  It appeared about a year ago, and has increased
slowly. Tried alignment and balance without much change;  changed tires and it almost dissapeared for
a short while, then reappeared as strong as before, or perhaps stronger..

That Jeep still have the straight axle front end? Look at everything "tom" suggests but pay particular attention to the track bar bushings

along the stearing shaft theres a rubber bushing you might have to replace that
