Can I put a 17" tire on a 16" rim ?  2003 grand
Cherokee

No. There would be a one inch gap and the bead would never touch the rim in the recess and would never hold air.

If we are talking about that 2003 Grand Cherokee Overland, you may already have 17" wheels from the factory. Look and read the tire size that is currently on there. You may see the last designation says 17".
