heater core replaced on 2001 grand cherokee. now there is no power to the interior.

I have power at the distribution block by the battery.  fuses are good. battery
and connections are good. I triple checked the connections under the dash and
to the steering column. There is 0 volts at the fuse panel under the dash, no
dome lights, door locks, door chime, no dash lights, fuel pump sound. any
direction wold be appreciated.
