My steering wheel is in the down position

The steering wheel is in the down position and I cant get it to go back in a up
position?

Next to the turn signal lever is a smaller lever. Pull it back with your left hand while lifting the steering wheel with your right hand. That should do it unless there is something broken I don't know about yet.
