no start on 1999 gmc sierra 1500 4x4 5.3 vortec

The truck was run in to flood water then pushed out. So when I bought it it came with a diffrent engine and a upper rebuild kit. After doing that then buying new plugs, plug wires, pcm, crank position sensor, oil pressure , idle air, temp sensor, fuel regulator on the rail still no start. It's getting 60 psi at the rail and getting fire and all injectors are firing. I did have to clean the new plugs that where fuel soaked and black pic below. I think it is getting to much fuel but dont know why. I'm far from a mechanic so this is my first big project like this.
