Blinker module replacement

I have a 2002 PT Cruiser.  My problem is replacing the blinker module.  I have the part, and I was able to download instructions from one of the publishers of repair manuals like Haynes or Chilton's I think.  It says to remove the upper and lower shroud from the steering column.  I don't see an upper or lower shroud.  Any ideas?

The guy I bought it from suggested I could ask someone else with a PT Cruiser to listen for the clicking with the turn signal on and see where it is coming from.
