Why can I do forty mph with out touching my gas pedal on level ground?

My car Idals at 1.5 rpm and by only putting my car in D(rive) I can do a steady 40- 45. What is wrong and how do I fix it?  I'm tiard of burning up my breaks.

Not enough info for a full answer but I can point you in some directions to look. 1.5 is a slightly high idle. I would check my Throttle position sensor. It could also be a transmission issue where the transmission for one reason or another is starting in second gear and not downshifting to first as you slow.
