Where exactly is the Central Junction Block on my 2004 Ford Expedition

The A/C on my 2004 Expedition stopped working, I was told to find the fuse inside the Central Junction Block which I was also told is not the same as the fuse box on the passenger side, where do I find that Central Junction Block?

There is a fuse box under the hood near the fire wall on the drivers side.

The fuse box on a 2004 Ford Expedition is inside the cabin, by the front passenger side's feet. Attached is photo from the owner's manual.
