99 Crown Vic Odd overheat issues

My 99 Crown Vic with only 86k miles on it has
been hAving overheat issues for a long while.
We've replaced the entire cooling system, save for
the water pump, including the fan motor and the
relay for the fan. It ran fine for a month, then it
decided to start overheating again. But it's odd.
The check engine light didn't come on, its not
shutting down cylinders... The fan is running
weakly. And I smell oil, but I checked the oil, levels
are good, not milky. I'm not running it hard. It
usually overheats at idle.

For the record, my Climate Control (Electronic)
doesn't listen to me. You tell it to AC, it says "Sure
why not." Runs for a few seconds then says "Know
what? Maybe later." Then nothing for, like, a good
hour. So I'm not sure turning on the AC will help.
(Also, what the hell is "Vent?")

Any insight will be much appreciated.

Do you know if you have good circulation in cooling system? Is water pump showing any signs of weakening? The impeller blades can corrode away, I've pulled more than a few that were little more than nubs. Check it isn't something silly like a slipping serpentine belt (could also explain lack of AC). As to the oil smell, may want to check oil pressure with a manual gauge. If you're getting an 'oil smell' it's leaking somewhere, if it smells like burning oil look around valve covers and heads, and getting on headers. (valve and piston blowby might be another concern.) may want to run some tests as problem may be internal to engine - a good leak down test and cylinder compression to start with.

The Thermostat was replaced already, so I can't say that's the problem. Already tried checking fluid flow, it's movin' and not boiling over.
