2002 monte carlo won't upshift, no power

My 2002 Monte (Dale Earnhardt series) runs fine for a few minutes after startup, then
loses power (3200 RPM max after a long time), won't take full throttle and won't upshift
without forcing by lifting. No power on a grade, downshifts 2 or more gears (bad news)

check fuel pump, check for clogged catalytic converter

Cat sounds like a good choice, I have another vehicle with similar issues, seems good when I cut the pipe..will know for sure after I replace it.

Cat and muffler and Mass Air Flow sensor have been replaced on the other vehicle (2001 Blazer), problem still exists
