what does it mean when your tire is poked out just a little bit is it the sway bar or control arm

Can you redefine "poked out?" Your control arms allow for movement up and down but keeps the wheel essentially in the same path of rotation for alignment reasons. Your sway bar helps with body roll / sway and usually attaches to the control arms. Some cars have upper and lower control arms, some have only lower control arms, or "LCA". These should not generally change your alignment. The steering rack has inner and outer tie rods and the outer tie rods can change "toe", toe in or toe out, which may be what you are referring to? Do some reading on alignments and then get back to us
