why can i NOT submit a review after phoning a dealer?

i wanted to write a review about a dealer.

after entering my phone number, the message (in red) said "you have
already reviewed all contacted dealers"    


this is not accurate.  i have not reviewed this (or i beleive) any other dealer.

You must contact the dealer through Cargurus. If you do you will receive an email in about two weeks asking for your review. Jim
