When does 3 speed automatic transmissions shifts(RPM)? from first to second, second to third?

My 3 speed Automatic transmission does not shift anywhere lower than
4000RPM, I don't know if its shift at all, I've put a brand new engine in my
chevy, I need to do break in but I don't want to burn and ruin my new engine.
What is appropriate RPM for 3 speed Automatic transmission to shift to
second, and second to third gear?

Full throttle shifts should be around 5 grand or higher.
