78 corvette voltage meter stays on 14 when idileing when you push on the gas it gos all the way over utill you let off on the gas

The alternator has a built in voltage regulator that should limit voltage to about 14 volts. Also look to see if there is an external voltage regulator on the inner fender well. Some older vehicle had one of them. One or the other needs replaced. Your auto parts store can test that for you, and help you get the right part.
